摘要:
Using walking both as a metaphor and as a methodological approach, I reflect on the conceptual and methodological dimensions of conducting deliberative democracy research with LGBTQ+ organizations in Taiwan and the Philippines. Taiwan, often celebrated as the “first in Asia” to legalize same-sex marriage in 2019, presents a markedly different context from the Philippines, where the SOGIESC Equality Bill–now the longest-running bill in the nation’s legislative history–has remained pending across nine congressional sessions. Despite their geographical proximity, the Taiwanese and Filipino LGBTQ+ movements operate within distinct sociopolitical landscapes that shape their respective modes of activism and deliberative engagement.
 
Having two positionalities (walking towards – as audience; walking with – as participant and collaborator), I offer preliminary reflections on deliberative democracy informed by ongoing fieldwork and data collection (e.g., interviews with members of LGBTQ+ organizations, attendance in organizational events, and participation in three Pride marches [e.g., Metro Manila, Taipei, and Taoyuan]. Walking towards as an observer, I witnessed how public events such as Pride marches function as deliberative arenas, where rhetorical performances are directed not only toward domestic audiences and local policymakers but also toward broader transnational networks of LGBTQ+ advocacy. Walking with participants, I encountered narratives of inequality and resilience, victories and challenges, and aspirations and frustrations. These narratives actively inform and reshape the deliberative strategies employed by LGBTQ+ advocates as they continue to assert their rights and visibility across both public and private spheres of deliberation.
